Start with a byte budget

A 5 MB cap means 5,000,000 bytes when using decimal MB. For a 30-second clip, reserving 5% and assigning 128 kb/s to all audio leaves about 1,138 kb/s for video after rounding down. This is our planning calculation, not a vendor promise. The reserve covers uncertainty rather than measuring exact container overhead. Read the destination's own size units and inspect the output before uploading; a differently defined limit can change the result.

Our actual HandBrake outputs

HandBrakeCLI 1.11.2 encoded the same 13,971,909-byte owned test pattern twice. Software x264 at medium preset with multipass produced 4,800,904 bytes at a 1,138 kb/s video setting and 1,929,999 bytes at 378 kb/s. Both retained 720 × 1280 dimensions, 30 fps and 900 video frames with mono AAC requested at 128 kb/s. Full decode checks passed. At the inspected 14-second frame, the smaller output showed more damaged fine text and edges. This is one synthetic source, not a camera-footage benchmark or a full subjective playback study.

Pick size control only when you need it

HandBrake separates average bitrate from constant quality. A fixed size ceiling is a reason to calculate a bitrate; an ordinary archive may be better approached by choosing an acceptable quality and inspecting the resulting size. Do not paste an RF value from a different encoder and assume equivalence. Our size examples deliberately hold the source and codec fixed so they answer a narrower question: what happened when the video budget was reduced?

Shutter Encoder's target is still a target

Shutter Encoder documents a desired-size field with an explicit accuracy caveat. That is a useful interface difference for someone who starts with an upload ceiling. It does not remove the need to inspect the resulting file or decide whether its text remains readable. We did not run this workflow in Shutter Encoder and cannot compare its target accuracy with the measured HandBrake files. The documented two-pass option is also not evidence of a measured advantage on this computer.

Do not confuse rewrapping with compression

A container change and a smaller video are different jobs. HandBrake always converts the video stream. Shutter Encoder offers rewrapping where the destination container supports the existing streams. If your recipient only rejects the container, that distinction can prevent an unnecessary generation of lossy video. If the recipient rejects the byte count, changing the wrapper alone is not a dependable size-reduction strategy. Preserve the source and make the delivery copy separately.

Choose around the delivery task

A practical evaluation starts with one of your own short files and the recipient's requirements. Record the duration, audio tracks, dimensions and codec before changing settings. After export, inspect file bytes, play the complete file and check important text at its intended display size. Keep the tool that reliably completes your specific delivery job with an acceptable result.

Our take

HandBrake has the stronger evidence on this page for the exact repeatable size-budget task because actual outputs are available. Shutter Encoder is a documented alternative with a direct size control and additional delivery functions. That evidence difference is not proof that HandBrake is a better encoder. Which one is free?

Both applications have a free official desktop offer. Shutter Encoder accepts optional donations. This comparison does not include a paid storage or video-hosting service.

Can HandBrake hit exactly 5 MB?

Our 5 MB planning example produced 4,800,904 bytes with a deliberate reserve. It was below the cap rather than exactly on it. Different sources and settings can change the result.

Did you test both applications?

No. We produced and inspected two HandBrakeCLI outputs. Shutter Encoder's controls and capabilities are documented only. There is no matched speed or visual-quality ranking.

Is a smaller file always better?

Only if it still meets the delivery task. In our inspected frame the tighter budget damaged fine detail. Readability, playback compatibility and the recipient's size limit all matter.
