Where it fits

HandBrake converts existing videos for delivery or storage. It is a practical candidate when you want presets, a queue or a repeatable command-line job. For an upload limit, the key decision is whether to target average bitrate or accept a variable file size from constant quality. Our narrow test used HandBrakeCLI 1.11.2 with an owned 30-second test pattern: two exports landed below their separate 5 MB and 2 MB budgets. This verifies those settings on that fixture. It does not establish a universal quality setting, upload acceptance or a speed advantage over another converter.
