HandBrakeCLI 1.11.2 produced 4,800,904-byte and 1,929,999-byte files from one owned 30-second clip for separate 5 MB and 2 MB budgets.
Decimal MB. Software x264 medium, multipass, 1138 or 378 kb/s video and mono AAC at 128 kb/s. Both outputs decoded all 900 frames. No comparison encode was run in Shutter Encoder.
